On May 20, 2021, the Law of Ukraine "On Amendments to the Code of Administrative Offences of Ukraine regarding Orders Executed" was signed by the President and came into force.
The mentioned normative act provides for the amendments to part seven of Clause 279-1 of the Code of Ukraine on Administrative Offences (hereinafter - the CUAO). The novelties establish the mandatory sending by mail of decisions on administrative offences only to those offenders who have not paid a fine during the grace period.
This is caused by the fact that according to the statistics almost 90% of the administrative penalties are paid within the grace period, established by law within 10 days, which provides for the possibility of paying the corresponding fine with a 50% discount.
Previously, the CUAO required that the original of the decision on bringing to administrative responsibility, regardless of the repayment of the fine, must be sent to the offender. Consequently, even after paying the fine,the driver received a paper version of the already paid decree sometime later. The specified circumstances led to an additional load on the police, as well as in vain used the financial and labour resources to print and send the original copies of the relevant decisions.
